Introduction: Transform services, not only forms
Digital public infrastructure describes reusable digital foundations that support interactions across government and society. Common building blocks include digital identity, payments, and trusted data exchange. Their value appears when institutions use them to redesign complete services—not when paper forms are simply moved to a portal.
The World Bank's GovTech work emphasizes core government systems, online service delivery, citizen engagement, and the enabling environment of institutions, laws, skills, and policy. Sustainable transformation requires all four.
1. Begin with life events and public outcomes
People experience government through needs such as registering a business, receiving a benefit, accessing healthcare, or reporting a problem. Map the full journey across agencies, channels, evidence, decisions, payments, notifications, and appeals. Remove unnecessary steps before automating them.
Define outcomes in public terms: reduced travel, shorter processing time, fewer repeat submissions, higher completion, more equitable access, and clearer case status. Transaction counts alone do not prove that a service works.
2. Build reusable foundations
Shared identity, notification, payment, document, consent, and data-exchange capabilities can reduce duplication and accelerate new services. Design these components as governed platforms with open interfaces, service levels, clear ownership, and transparent onboarding.
Modularity matters. Agencies should be able to improve one capability without replacing the entire estate. Interoperability standards and stable APIs prevent new digital silos from replacing old departmental silos.
3. Protect privacy and earn trust
Collect the minimum information required and define lawful purpose, retention, sharing, and correction processes. Separate identity proofing from unnecessary disclosure. Provide meaningful consent where it is an appropriate basis, and do not use consent language to conceal mandatory processing.
Security must include strong identity, least privilege, encryption, auditability, secure development, supply-chain controls, fraud monitoring, and incident response. Publish understandable privacy and service information so people know how decisions are made and how to challenge an error.
4. Design for inclusion and assisted access
Digital-first must not mean digital-only. Support low-bandwidth devices, older browsers, local languages, screen readers, keyboard navigation, and users with limited digital confidence. W3C recommends WCAG 2.2 for current accessibility work.
Maintain assisted channels through contact centers, service counters, and trusted intermediaries. A representative should be able to help without borrowing credentials or undermining audit trails. Test with rural users, persons with disabilities, older people, and those affected by the service—not only internal staff.
5. Create trustworthy data exchange
Agencies need shared definitions, data owners, quality rules, metadata, and controlled access. Exchange only what the receiving service needs. Use purpose-bound authorization, immutable logs, and clear correction mechanisms. Avoid creating a central data lake without equally strong governance and accountability.
Good interoperability reduces the number of times people must provide the same information while keeping agencies responsible for the quality and lawful use of their data.
6. Engineer resilience and continuity
Public services may be critical during emergencies and peak demand. Design for graceful degradation, queueing, offline or delayed workflows, tested backups, disaster recovery, and multi-channel status communication. Establish service objectives around the journeys that matter most.
Modernization should be incremental. Use strangler patterns, APIs, and controlled migrations to improve legacy estates while preserving continuity and records integrity.
7. Govern the ecosystem
Transformation needs product ownership, procurement that supports iteration, cross-agency architecture, security authority, service standards, and funding for operations—not only launch. Build internal capability so public institutions can govern vendors, interpret telemetry, manage risk, and evolve services after delivery.
Publish performance measures and use complaints, support contacts, abandonment, and appeals as evidence for improvement.
